Update Ask AI for the organisation

Turns Ask AI on (naming the data-handling disclosure accepted in accept_disclosure) or off, and sets the roles allowed, the most autonomy, the daily budgets (a member's at most the organisation's plus its daily FurniOps AI credit limit) and the MCP and memory switches. Not in the plan answers 403 feature_unavailable. Recorded in the audit log (assistant_settings.updated).
